Labor was polling quite a bit better statewide when the 2023 by election was held, although turnout was a little down which probably didn’t help Labor, I remember it got very little media attention compared to the Werribee/Prahran by elections.
There is a significant ‘rusted on’ vote for Labor here but the 40% mark in 2023 is significantly down on Dan’s numbers, who rarely got pushed below 50%, the cracks are showing but not sure the Liberals have what it takes to actually win the seat, Ian Cook running third and directing preferences to them was probably a pathway to victory for them
As long as the City of Greater Dandenong parts like Springvale are in this seat I don’t see the Liberals winning this, however if they push it up north and have it entirely within Monash then things could get interesting.

The middle southeast or east is likely to lose a seat so, like 2021, it’s where the most significant changes are likely to radiate from. Which isn’t a bad thing because, like the federal boundaries, southeastern Melbourne probably has some of the worst boundaries.
In my view, Mulgrave is a good candidate to be abolished. Glen Waverley can shift further south, Dandenong can shift west to take in the Greater Dandenong suburbs, Oakleigh can shift east and lose the Murrumbeena area which Caulfield can shift east to take in, the domino effects of surrounding seats closing in on the Mulgrave / Springvale area are generally positive ones that would improve most of the boundaries and create stronger communities of interest.
I can’t see a seat in Southeast Metro being abolished, I can see movement and a name change, Springvale for Mulgrave is a high chance. The entire province is over quota and the 11 competent seats are growing at an average of 64 new electors per seat per month compare to the state average 59
I still believe a seat from Southern Metro and North East Metro will be abolished currently Ringwood and Ashwood
If Southeast Metro is over quota and Northeast Metro is under-quota, then wouldn’t abolishing a seat like Mulgrave (in SE Metro) and moving a seat like Glen Waverley (NE Metro) down into that territory solve that problem, by moving SE Metro electors into NE Metro?
Captain I can confirm that using jwoods tool south of the yarra til you get to ashwoodd mulgrave the seats are at quota. But they just need to be reworked to balance them all. In regards to ashwood Glen Waverley etc
Mulgrave can take wheelers wheel. Glen Waverley takes mount Waverley and box hill takes burwood. Ashwood then moves into hawthorn renamed ashburton. Hawthorn combines with kew and Ringwood takes in the excess. I’m almost finished during a makeshift redistribution but ran out of time today.

I think it can be done without abolishing a seat (technically) but im sure a few will be. It will depend on projected numbers. There’s probably going to be a new seat combining the northern parts of Yan yean / kalkallo. And the southern parts of Euroa at some point in the future. I haven’t done it this time but next redistribution what is now euroa will combine with the eastern parts of murray plains. This time I’ve simply moved murray plains south into loddon more and the rural parts of bendigo (bendigo surrounds north) ive pushed mildura into nhill. Bendigo west takes in the rest of castlemaine and Macedon takes in parts of sunbury. I was trying to put wallan in there but there’s too much population to make that feasible.
Benambra is slightly under quota but there’s no reason to justify moving anything out of oven ATM.
Ovens takes in benalla but loses most of Moira with the exception of yarrawonga to shepparton. Shepparton gains the one sa1 of shepparton from murray plains. Euro moves up more into shepparton and further down into mitchell shire. I think Seymour is a more appropriate name for rhe seat given thats the public transport hub for the places in this seat. it seems a yarra crossing is going ro be necessary and ive done that by moving eltham into warrandyte. North of the yarra those seats drift a bit further north with the exception of rixhmond which ive moved into the eastern fringe of melbourne.
@captain just revising my previous statement about the seats south of mulgrave being at quota they are probly 10-15% under quota.
and a seat somewhere between ashwood and ringwood will likely be abolished
@ John, you are right that Mulgrave is under quota and will soon drop over the 10% under quota threshold. Since November 2020 it has only grown by 34 electors and is on track to have 3,0000 electors less than predicted by the last redistribution committee.
However the province it is in is currently just over 8,000 voters above quota and is on target to be around 11,200 above the prediction.
There are now 5 seats that have less electors then November 2020, Lowan minus 43 electors, Kew minus 545 electors, Rowville minus 276 electors, Monbulk minus 35 electors as well as the following 3 seats in North Eastern Region, Bulleen minus 56 electors, Warrandyte minus 29 Electors and Glen Waverly minus 1200 electors.
This province was projected to have 11,714 electors under average and is currently sitting at 17,386 electors under average enrolment

John, saw that and whilst Ashwood becoming Glen Iris and taking in Hawthorn could work, but i would keep Kew north of Barkers Rd due to Kew, Kew East, Deepdene and Balwyn fit together. Balwyn has a growing Chinese population, however, is demographically different to Box Hill.

The thing I think will my map off the most is the projected number in the northern parts of of Yan yean. If that happens I think the best thing is to remove the southern parts namely nillumbuk first. The same thing will probly happen with mcewen
The libs got 45.5% tpp at the by election. Things have gotten worse since then. Adding in the rest of wheelers wheel and losing a part of Dandenong it could be favourable enough for the libs to snag this seat in a good year.
How are the LC regions drawn?
John, for Victoria I believe the LC regions are simply drawn by combining the relevant Leg Assembly districts together. Therefore, when the Assembly district boundaries are redrawn, the LC regions will change accordingly.
When a seat is abolished from a region, another seat has to take its place. This occurred at the most recent redistribution when both Forest Hill and Ferntree Gully were abolished from East Metro region, with Mill Park and Bundoora added from North Metro region to compensate (and the region renamed to Northeast Metro region to better reflect its changed location).
This occurred simultaneously with the new seats of Kalkallo and Laverton added to North and West Metro regions.
thanks. fortunately all my 8 regions contain close to 11 quotas each after redistribution. so no adjustment will probably be necessary.
in regards to LC reform which wont be happening because it would require a referendum. THey would probably be better off have 11 regions of 8 instead of 8 regions of 11.

Hawthorn (abolished) – replaced by a new seat in Blackburn
Ringwood despite changing >50% of electors is still centred around Ringwood so ive chosen to leave that.
Mill Park -> South Morang
Broadmeadows – this one i was unsure on but alternative names either Glenroy or Gladstone Park
I would name Euroa to Goulburn Valley or Central Highlands. It makes no sense naming the huge district after any town. Same with Narracan i would name it Gippsland West.
@dragons Seymour is the central point of the seat with all major towns being centred through Seymour. also it is a transport hub. (bus or train) for those places. Tarago is named for the major river that runs through the seat.
I’ve reversed the changes made to mitchell shire in 2018. Euroa regains the territory around wandong and heathcote junction from Yan Yean and extends down into Wallan. The rest of mitchell shire is moved back into Yan Yean from Kalkallo reversing that change from 2018 as well. There isn’t any real need to split mitchell shire into 3 seats. Especially now that Kalkallo is over quota and can shed that. Wallan is plit though along William Street
